First of all a Local File means that when you listen a lot to earbooks for example,they are not available in the Spotify catalog, but you have stored them on your Pc. Then there is the possibility to sync the files over the Local Network to your phone so you can listen it from the Spotify App even the songs aren't available! If you want to know more about that, you can ask;)
Now to your problem:
- Obviously the Local Files aren't he problem because you don't even know that feature (no problem by the way :P)
- Then please go into settings and make sure that you turn "syncing over cellular network" On. This is important if you don't have a wifi Connection!

My advice is now to clear all App Data and make a fresh reinstallation.
