Tracks not playing on app, tracks not syncing

I originally had a problem where the tracks (all local files synced from my computer to my phone) would not play. They would open and act like they were playing but there was nothing on the bar at the bottom. looked like this: http://community.spotify.com/t5/image/serverpage/image-id/10386iD36904D9C5347C40/image-size/large?v=... I read on the forum that one way to fix it was to reinstall, so I did and now none of the tracks are syncing. I made sure my phone and computer were on the same wifi, and the spotify app on my computer recognizes my phone but the tracks are not automatically syncing like they usually should. Please help! Thanks!

have you tried doing a manual Sync?

yes, it doesn't let me select any playlists.

have you tried just a simple reboot of the iPhone?

yes, and I've tried syncing by using both wifi and a usb cable.
