download playlist to apple watch, I don't see the 3 dots. any thoughts?

I have family premium account.  iOS latest versions on watch and iphone.  the download option for playlists can't be found.

Here are the instructions to download a playlist to your Apple Watch. 

The 3 dots to download the playlist to your Apple Watch will be found in the playlist screen on the phone app, NOT on the watch. When you tap on it there, you will see an option to download it to the phone as well as one to download it to your watch.
