iOS app no longer downloading songs - all albums say "waiting to download"

I have a fairly large collection of albums - hundreds and hundreds of them.  I have a large new phone (6s 128gb) so I decided to download them all so I could listen offline at my leisure.  It worked until recently - at some point the progress bar disappeared and all the albums have "Waiting to download" marked above them.  Restarting app/phone makes no difference.  This blocks me from downloading new albums which is my primary scenario, rendering the app nearly useless for me since I typically listen to new music on my phone (and almost always listen when I have poor to no mobile bandwidth).  This is *extremely* important to my day to day, can someone help?
