iPhone 4s will not sync off line content

I have all OS updates on iPhone, reinstalled Spotify, only two devices are operational, all setting on iPhone are set per community suggestions, desktop has been synced, phone shows that it is trying to sync playlist tracks but will not after 10 hours.

Do you already have 3 devices with offline content?

The max is 3 devices.

Only an iPad and iPhone and the desktop.
