iPhone won't sync local files from PC

My iPhone won't sync the local files from my PC. I have plenty of storage space on my iPhone, and my iPhone shows up on my PC devices list. The local files show up on my iPhone playlist but they are grayed out and not downloaded and won't play. I have tried Downloading the playlist on my iPhone, but the local files never seem to download. What's wrong?

Mind you: The local files will play on the Spotify player on the PC. But they won't download to the iPhone, and I don't know why.

When I create a new playlist containing only files that are local to the PC, that playlist on my iPhone says, "Waiting to download." But what's it waiting for?

I have exactly the same problem with my iphone. I thought I was the only one but it doesn't seem so. What the hell really? Nothing useful on the help page. Please let me know if anybody knows what's the cause of this.
