phone keeps saying "waiting for wifi" for downloading a playlist, but won't work even when on wifi

The title pretty much sums it up. I am trying to download a series of songs (from my macbook's local files originally), and my macbook and phone are on the same wifi, sitting right next to each other. The screen just keeps saying "Downloading...waiting for Wifi" but has not managed to download for the last few days. There is one song that for some reason magically appeared, but that's it... 

See screen shot. You can observe the Wifi working and the program saying it is waiting for wifi at the same time.

I have the same, but even on mobile net and with use mobile data "ON"..????
