Cannot proceed payment for Spotify Premium!

hi there! every time i try to upgrade to premium, i get this message:

 

Sorry, we couldn't process your order. This may be a result of your payment card or PayPal account being registered in a different country to the one you chose. Please try again or contact customer support if the problem remains.

 


i even went to another bank to get American Express, but that doesnt helped at all, and still got the same message. i am from Latvia, and all my credit cards are registered in Latvia, so i dont see where is the problem, but the message above shows otherwise. in Latvia there is no suppout group yet, so i cant get in touch with anyone who works for Spotify so i am asking for help here and i really hope someone can help me,  because i am getting kind of angry. and every time i try to update my payment method in account settings, i get this:

 

Could not update payment details

Sorry, we could not update your payment details.

 

every time i check twice before entering my personal stuff, like card number or CVC, so i get them right, and i still dont see any problem.

 

i really hope you can help and i would be very thankful if you did.
