can't add family members to family subscription

Just upgraded to family plan for me+one person, but when i click  'manage your spotify family'  button on my account page, I get redirected to another page that has a salmon colored banner saying "It appears this account does not have an associated family plan."

 

i stumbled across another page in my acct info that said my account would be billed the new family plan rate on dec 15th.

Do i have to wait until my card gets billed and the new family plan rate posted to my acct before i can invite family members?
