Unable to create an account for my 13 year old

I am trying to create an account for my 13 year old, but it says she's too young.  Website says 13 year olds can have an account, so I don't understand why

Spotify is designed to be appropriate for listeners 13+ years of age, although the minimum age for using the service varies according to local law. You can find the minimum age for your market in our sign up flow.
