It has a shuffle play button but I want to select a song that I would like to listen to on my playlist and it's not letting me.

Hi, if you're not a premium member, you'll be limited to the shuffle function on your phone. This is by design.

Or it could be that the song is no longer available on Spotify. For instance the artist or label might have asked Spotify to remove it.

OK then, are you a premium subscriber or free user? If free, then as @dinomight has mentioned you only have the ability to shuffle play.
