[Developer] Developer suggestions should not have the same voting requirements

I've notices a few closed requests -- some remarkably simple to implement -- that were for developers but didn't make the vote limit cut.

I think the logic behind this is flawed for two reasons:

1. Developers are a minority: we simply can't bandwagon the way normal users can.  

2. Developers often represent far more than one user: we aren't just advocating for ourselves, we're also advocating for all of our users.  Counting our vote as singular is misguided.

For these reasons I think that any ideas submitted which are specifically for developer features should have a lower limit for votes.  Doubly so if they are extremely easy to implement.
