Equalizer implementation is bad

The equalizer on the PC desktop app is implemented poorly or in a buggy way. Making large changes in a particular band results in a reduction in overall level and it doesn't really sound how I would expect. I played a brown noise track I found and recorded it and measured -16dB RMS. I then raised the last 3 bands up a third of the way (~4dB) and recorded it again. It measured -19dB. I lost 3 dB when I should have gained some amount of signal power. There's some sort of normalization happening with the EQ that 1.) doesn't sound good and 2.) isn't expected or desired. I should note that I also have the "Normalize Volume" option in the Audio Quality settings turned off.
