I have issued a Premium subscription that costs 4.99 USD. and there it was stated that the first month is free. But I was charged 11.50 USD.

Thanks for coming to the Community.

Spotify doesn't sell any plans that cost 11.50 USD. If you've signed up for a Spotify Premium trial, you'll get charged 4.99 USD after 30 days if you don't cancel the subscription.

I recommend double-checking if the charge is actually from Spotify or from a different company with a similar name (like Shopify).
