To join a family plan you should first receive an invite from the plan manager with a link that should take you to a log in page where you can enter in your account details and after that your address.

If you're trying to join from the same device as the manager of the plan, make sure that your account is logged in on the account page here. It's also a good idea to try accepting the invite in an incognito window.
