Can't sync local files

Been trying to sync my computers local files with my phones account, searched all other posts about this subject but still nothing works.

So far I have:
Followed all the instructions supplied
Logged in and out several times
Re installed spotify on both my phone and laptop
Chosen several different file locations for the songs

The songs appear they're just greyed out, it plays on my laptop just not my phone.
