Stuck in offline mode even after OS reinstall

A couple of weeks ago, I was listening to music. Then one day, I started it up and couldn't connect. The error code is "accesspoint:39", that a firewall may be blocking Spotify. However, nothing about my hardware or network has changed. I purged and reinstalled spotify multiple times to no avail, and even went so far as to reinstall my whole operating system. Still, even trying on multiple different public networks, I listen to music. I can log in, but I'm still stuck in offline mode.
