Why I cannot buy the option premium for 3 mounths for 0.99 USD

There can be a few reasons why you're unable to claim this offer:

You've had Premium before
You don't have a recurring payment method available to claim the offer
The payment method that you're trying to use has been used for Spotify before, which means that you won't be able to claim any more intro offers with it and would have to use an alternate payment method in order to claim the offer.
