Yes, if you are the plan manager for a Premium Duo plan (the person who started it), and would like to invite a Spotify user who is currently on the free plan, you can do so by following the steps provided in this support article:

1. Go to your account page.
2. Select Spotify Premium Duo in the menu on the left.
3. Under People on this plan, select the option to invite someone.

The invited member will get a link to join, where they will need to log into their own account (or sign up for a new one), as well as confirm their full address.

Bear in mind that Spotify users are only allowed to change Premium Duo plans once a year, and must reside at the same address as the plan manager in order to join.
