Not illegible for promotion

My brother who is currently studying in the UK is not illegible for the promotion for some reason . We're from the same country and our Spotify accounts are also the same country which is Malaysia. I can accept the promotion but he can't. He's never accepted any of the promotions before and he has never gotten Spotify premium. How can I fix this issue?

If the payment method that you are trying to use has been used for Spotify before, you won't be able to get the introduction offer.

When he clicks on the promotion, it redirects him to the payment page where it states he is not eligible for the offer. He has not keyed in any payment information what so ever.
