I signed up for a premium account on my laptop.
But when I sign in on my phone and want to download it seems like I don't have Premium and need to pay again...

Can you check your subscription status in the link below and tell me what it says.
https://www.spotify.com/account/subscription/
It will improve the support I'll be able to give you.
Try to reinstall Spotify and then login with the same account as before.
It should solve your problem.

Try to check your subscription status in the Spotify application on your phone.
First go to settings, Click on the gear appearing in menu. Then go to Status and check if it says free or Premium. It should be set to Premium. If it's not try to look for the receipt that was sent to your email when you signed up for Spotify Premium. The receipt should also contain the infromation about your username.
