being charged for accounts I did not sign up for

I recently discovered a second account linked to my PayPal that I did not sign up for and that I have not used. I have been charged for this second unknown account t since 11/27/15. Is there any way to call and talk to a real person to fix this? I feel I deserve a refund or credited to my active account.
