I will try to help you out with your issue. Have you click the "DOWNLOAD PLAYLIST ICON" (that small top right corner button).
Once the songs are downloaded to your device there should be a GREEN arrow next to the name of the playlists indicating they're already saved on your device. Sounds like you are adding songs to your library but not downloading. You can only download playlists.
