Volume normalization is broken

Even when on the same artist on CDs that came out in the same time period the volume levels can be very different.  I feel confident the actual CD volume was probably normalized on release. 

So why is spotify delivering audio at obviously different volume levels when volume normalization is on?

If spotify does not correct serious users have no choice but to go to a provider who does not have this problem.

For example I have used another music provider for years and have never noticed this issue with them however I noticed weekly with spotify.
