My Question or Issue
Spotify has been suggesting me albums that are in a language I do not speak or listen to, and artists that a clearly not in my taste profile. The languages of these are usually Spanish, Thai and in rare cases German. My Spotify account settings at one point changed to German for no reason.
I mainly listen to English, Filipino and Japanese songs (and a lot of EDM songs that sometimes has English lyrics), so I have no idea why the suggestions don't match. I have also checked my account security to see if I got hacked at some point but my account is completely fine.
I have been listening to Spotify for more than 5 years, so I assumed my taste profile is already set and done.
I tried blocking these artists but it didn't seem to have any effect.
Is there something about Spotify's algorithm that I don't know or is it a bug?

Have you tried reaching out to Spotify costumer service? If so what have they said? Have you shared your account info with anyone?

As @Obanai_Iguro mentioned, it could be that your account might be compromised, and as you've also noticed that settings have changed, we would recommend securing the account, if you haven't already. I have had the exact same experience, with the same artist suggested, even though I don't speak or listen to any content in that language.
I checked my listening history and there is nothing I don't recognise, which suggests my account hasn't been compromised.
I think this might be a wider problem at Spotify.
Having same issue, seeing same artists
I did get a notice to restore my account but after a day, the issue is still there. My account settings page went back to German and I got the foreign albums and artists again.
Same kind of problem. I live in Europe, but Spotify thinks in some of his playlists (Wrap and Discover weekly) that I am somewhere in South America. I changed my password. My account is safe now.
