Update / Workaround:
Downloading an older version of Spotify (1.0.82.447 from here), and preventing the automatic update (instructions here) seems to do the trick.

Updating Spotify to version 1.0.83.318 takes the app offline, even though the proxy settings are correct. I am using it within my company's network (cable and WiFi), and they have worked until I have updated the app.
Same here.
Since the last update it seems that the proxy settings have no longer an effect.
Same for me on Win 10.
Re-install did not help.
Cannot use the desktop client anymore 😞

Experiencing the same issue, running Windows 8.1.
I double checked my proxy settings and noticed they were incorrect, so re-entered them, then restarted the app and they were reverted.
When I enter the proxy host as something like 'http://hostname.for.proxy' and the port as '8080', a reload sets the hostname to 'http' and the port as '//hostname.for.proxy', which is obviously not correct.
Seems like when reading the proxy settings from the preferences (http://hostname.for.proxy:8080), Spotify finds the first colon after 'http', assumes everything to the left of it is the hostname and everything to the right is the port, instead of splitting on the second colon as it should.

Tried the steps by removing new (1.0.86) version, downloading and installing old (1.0.82) version. Old version will still not connect, now getting error messages 7 or 2 (instead of 4 with current version of app). Tried with all proxy combinations.
Would appreciate a Spotify response if there are any plans to ever again allow the "old" ports to work or not.
