Local files not syncing from Mac to iPhone

I have about 400 songs downloaded onto my MacBook Pro in local files, and up until a couple days ago, they were all syncing perfectly onto my iPhone. I had a playlist donwloaded on my phone and my Mac and all of my songs were in there, downloaded, available offline. I have tried deleting and reinstalling apps on both devices, both iPhone and Mac, and all that happened was that my the songs got deleted off of my phone. I have tried setting each device to offline mode, and that did nothing either. Also, I tried deleting the playlist and creating a new one, and that did not do anything either. I hope this issue can be resolved as soon as possible.
