Update, this seems to have been resolved. Not sure how or what happened.
Since the newest Spotify desktop update the Playlist Folders are not able be moved out of holding folders. They can move between other folders in the same master folder, but I cannot get them out into the master folder. For example, I have a Master Weddings Folder "Upcoming Weddings"
"Upcoming Weddings" which houses all my weddings.
But "05.06.23" folder is stuck inside of "05.19.23" folder and can't be moved back out to "Upcoming Weddings"
I filmed a video of this issue. Please help.

I haven't gotten the new UI yet, but I'll see if I can help out.
Can you expand your master playlist from the general playlists view, and then drag it out that way?
I was not able to expand the master folder there, which was the oddity. It seems to be resolved now though. I think it resolved when I went back to Playlists as a general item and it reset. thank you
Having the same issue and have not yet worked it out. I accidentally placed one of my folders in another folder and cannot move the folder back out. I've tried dragging it out of the current folder but nothing seems to work. I've also tried what @kaworu_bloodpaw suggested and it doesn't work. Any help? Thanks.

Firstly, we'd suggest that you make sure you've set the filter to Playlists and then sort order to Custom order. Screenshot for visibility below:
Then, expand the master folder and drag the folder in question outside of the master folder.
Note that depending on the current position in the list, you may need to drag either up or down, so try both to see if it works.

Please be sure you have the "Playlists" filter selected. If it is selected, it will turn white. Without it, the custom order option will not show up.

Drag it where - there is nowhere to drag it to!!
You can only drag the folder up and down still within the master folder - no outside it!!
I have now moved that folder into another folder!!!! So I have 1 folder containing a folder in another 1!!! I am on live chat with Spotify but he doesn't know either!!
Could you send a screenshot of your entire library pane?

Hi all,
The easiest way around this problem is to make a new folder, call it AAA for ease at the moment, then transfer the playlists inside the folder you want moved to it, individually. A pain in the **bleep**, I just transferred 20 playlists in a folder to the new one, AAA. When all are transferred, check AAA folder that they're all there, rename this new folder and delete the old one! Easy peasy!! Ok a pain took about 5 minutes but job done. Hallelujah!!
Coming to this thread because I'm having the same frustration. All we need is a "Move to" option for folders just like we have for playlists. Working with nested folders in Spotify is clunky right now.
