"Local Files" tracks disappear when removed from a "Downloaded" playlist

Currently if I add a track from Local Files to a Downloaded playlist and then remove it from the playlist, it disappears from Local Files as well, despite the file being located on my computer. It will also appear as unavailable if I add it to a playlist that isn't Downloaded from the Downloaded playlist. I'm fairly certain this is a bug related to how local files and playlists are synced across devices, but I could be wrong! Regardless any help appreciated. Thanks!
