check the media from touchbar If there is any other media other than spotify, i.e. there is 2 media, spotify does not work, no stop spotify start button is controlling other media

Let's see what's going on exactly.

When I use Touch Bar on the Spotify app, the controls work properly.

Can you let me know the issue you're having in some more detail? A screen recording would be really helpful (make sure to hide sensitive info when posting to Community). Also, let me know your current macOS version?
