Can Tx from Google Home, can't Tx to Google Home

If I am listening to a stream on my Google Home device and go to my computer, I can transfer from the home to my PC. For the next <some period of time> I can send it back to my Home device.

If I start on my PC I can not transfer the stream to the Google Home as it does not appear as a device.

Sorry to hear you're having trouble with Connect. Try resetting the devices to see if it helps. You can also try resetting your network router to see if it makes a difference.
