Spotfiy stuck in low quality no matter what i change

My Question or Issue

I just recently went to use my Spotify for my desktop and the sound quality is very poor, the bitrate sounds high and the music sounds very sharp, when i went to check the settings i saw the quality was set to low so I changed it but that changed nothing. The list below is what else I tried and this is all I can think to do I am stumped 

Reinstalled the app
checked if it was the same issue on my phone (it wasn't)
Tried downloading all the songs with download quality set to high

tried restarting my pc
checked if the same issue was on my xbox (it wasn't)

tried checking to see if it was my headphones

tried to see if it was razor audio which is what i used before with no issue

tried to mess with the mixer thinking it was set too high

I tried all of these and nothing worked and i have no clue what to do now as i really can't think of anything else

Great troubleshooting steps so far! No worries, we can add a few more steps to check what's going on. 

Just to confirm, did you notice any difference when you tried with your headphones? 

Also, you mentioned that you've already reinstalled the app, but would you mind going through the steps of a clean reinstall, as it's more thorough than a normal one?

If the issue persists, could you check if the audio drivers of your PC are up to date?
