We appreciate all the troubleshooting you've tried so far and all the details you've shared with us. Our developers have looked into this, but could not identify the issue on our end, so it's likely that the issue is with your individual set-up and we'd suggest that you get in touch with the manufacturer of the specific device about this. They know the specifics of each device and can help you further.
As models and specific set ups still work but from our end we cannot guarantee all devices will. This depends on multiple factors. Firmware updates on receivers/speakers and app updates from Spotify's end sometimes get out of tune which might cause issues.
We always work on improving the user's experience and we advise that you keep your Spotify up to date with the latest version, so that you don't miss out on any fixes and improvements.

had similar issue, fixed it in firewall settings -> Allowed apps -> spotify.exe -> checked the box to allow in private network.
The web player connects to my phone normally, however the desktop application does not connect to either my phone nor the web player.
Windows 10 (I have the latest updates installed, same with Spotify desktop app)
Yeah I forgot to mention, the desktop app was connected to my phone app for a month or so it just turned on by itself randomly, (It didn't work before, and I didn't to anything to make it work) later when I had to restart my laptop a few weeks later the issue came back and I can't fix it to this day. (I've tried EVERYTHING that's in this discussion)
It does connect to my Bluetooth headphones, I've tried connecting my phone to the laptop to maybe connect it somehow but it didn't work aswell.
I am also having this problem and have tried all the solutions offered here and by Spotify.
also having this issue and nothing has worked. fresh install/dns flush/vpn/signed out everywhere/pw reset etc and nothing. made a vm on the same desktop and it works fine... tf did you guys do to cause**bleep** itself like this? Spotify moment

Yesterday my Spotify Connect can't use on my PC app, but Edge and my phone can, I had uninstall 5 time. And I can sure I had complete delete all about the Spotify files and folder, I can sure my Phone and my pc are all in the same Wi-Fi
