Stream Deck plugin for Windows

Elgato is not privy to my feedback as it is up to Spotify to implement this plugin. Mac already has a Stream Deck plugin. From there, I can control playback and adjust volume without switching focus, and I can be confident that I am only controlling Spotify. Windows has no such plugin. This means I am forced to do the following:

1. Use a third-party developer option which may not be preferable.
2. Control playback and adjust volume globally, which makes the Stream Deck functionally redundant to my keyboard.
3. Manually control the Spotify application without using the Stream Deck at all.

I have searched the Spotify Community for similar suggestions to no avail, however I would definitely like to hear back if my idea is redundant so I can vote on it. Thanks.
