Help me finding this song!

ok! so, I have a friend, and he wants to find a song that he heard in 2017. here is what he said!

"The day was April 15th. I'm not used to listening to radio, so just you don't ask, I didn't know where the song was playing, my uncle (or aunt, even) just chose some radio and I was listening to it. The melody was the one listed.

Now, there are some things I'm a bit certain about:
- The music is very relaxing, somewhat reminiscent of a place like a beach.
- The main instrument was a reggae guitar.
- The singer, from 00:07 to 00:14 was singing like "whoooooouuuuh... whooooooou-who-o-o-ou"

But there are some things I'm really doubtful about, too:
- Is the singer male or female?
- When is this song from? 2000 decade? 2017 itself? 1980?
- Is this song even in english????!!!!

If I would say something about the singer, I think it was a british, english voice, but I could be wrong.

The voice reminded me of Lukas from Lukas Graham. It could be him, but I remember searching a lot about him and not finding anything simmilar."
