Albuns unavaliable on my region

There are some Albuns from an Artist (Nightwish) which is unavaliable on my region (Brazil).

Somehow I found the music / albuns that I want but when I click to play I receive the message telling me it is unavaliable for my region.

Why this happens?

Who "solve" this problem? Is the artist which allow it or Spotify?

Spotify adds all music available to them. Unfortunately, sometimes the artist/label don’t want certain tracks/album on spotify, which is why they can’t be found.
