General question about Spotify free service streaming media players/TVs

I'm looking at purchasing a streaming HD media player for my TV with the Spotify feature.  I was looking at Western Digital.  I reviewed a few specs on media players and TVs, and they all say that they require the Spotify Premium Account.

 

Question is, without a premium account, can I still access the free features such as radio and playing local files?  I'd really like to have a media player that manages my local media without having to use DLNA features or players.  I'd like to standardize on Spotify, but I won't want to pay the premium for non-local music content.

The Western Digital version of Spotify doesn't have access to Radio or playing local files, and would need a Premium account in order to use. However, you might be able to play your local files on that device using a different application.
