Spotify mutes other apps while playing

For the past few months, Spotify on my oneplus one android phone will mute all other audio running on the phone. For example if Im driving and listening to Spotify and using Waze, then I no longer hear turn by turn directions. Same thing goes when out walking , Spotify mutes Runkeeper. The funny part the audio from the other apps actually ducks Spotify (lowers volume) it's just that they don't actually output any sound. Please help!
