It seems your discount has expired and that is why you started to be charged for Premium Individual. Once a student discount runs out, you go back to paying the standard monthly price as stated in the terms and conditions of the discount.
We email you to let you know when your discount is about to end, so we encourage you to check your junk/spam folder or that you don't have our emails blocked. If you are still eligible for the discount, you can request to extend it for another year here.
If the verification is successful, you will receive an email with the steps to follow to apply the discount to your account. Since you mentioned you tried to re-apply for the discount, we'd like to check: did you receive the confirmation email from SheerID? If yes, make sure to follow the steps you find there. Make sure you're accessing the newest email you received from SheerID.
If you received the email and followed the steps there, but continue having issues, the best way to go would be to get in touch with our Customer Support team, so they can help you check your account more thoroughly. You can find how to contact them here.

Same thing happened to me. I got a reminder last year but i didn’t get one this year? And it already charged me for the premium subscription.

premium student getting charged with the premium individual.
you can see I have my student account verified till 5/4/2024.
I am getting charged with INR 119 instead of INR 66.

Note that after applying the discount on your account, you need to switch the plan to Premium Student. If you've updated your payment details recently, it's possible you accidentally switched changed the plan to Premium Individual. Check your order history to see if the transaction appears there.
it's possible that this was an authorization charge to see if your payment method is valid and can be used for recurring transactions. If that's the case, the funds will be returned in the upcoming days.
You might also have another Spotify account though. I recommend checking out this article for more info on how to proceed.

I change my individual premium to student premium after purchasing the individual one for 10.99 and student premium is 5.99. What happens to the money the rest of the money I paid?

If you've changed from Individual to Student then the system will charge you the discounted price on your next billing date.
However, if you've just paid for Individual and switched to Student and you think you're eligible for a refund you can check out this article.
