Please help enlighten me about these accounts

Hello, can someone knowledgeable and more expert help finding out about what are exactly these accounts? Their followers are capped on 1000, these accounts just look weird, for me atleast, and things like I see on this account has 29 following but when you click it only shows exactly these 7 accounts.

I have speculation but would like hearing more from others.

Not important issue or anything but I'll appreciate it, just curious of the nature of these accounts.
