Access to currently playing song on desktop app

My Question or Issue

I'm trying to make an extension for the windows spotify app that needs to access the song currently playing on the app. It's supposed to work even when the app is in offline mode, so I can't use the web api. Currently the only way I've found to do this is to read the title of the spotify process. While this works well enough, it can't take into account pausing or looping, so the timestamp can be wildly inaccurate. Is there some kind of local api exposed so that I can access the current state of the player? It would also be nice to able to get the url of the playing song.
