Doing what Spotify can't / won’t - Developing a usable Win10 client...

My Question or Issue:

Spotify is ignoring paying customers requests and has continued to do so for some time. I think the only way I'm going to be able to use this platform to play music I enjoy listening to will be either using another service or developing my own client.
There are some features unique to Spotify that I quite like so I'm thinking I'll write my own client.

Is anyone aware of an active open source c# project?
If so, does this project address the following limitations?...
* Like / Dislike track.
* Like / Dislike artist.

I plan on implementing play modes:
Play only liked tracks, play liked tracks and permit tracks from artists I have previously liked, Spotify trash mode (behave like existing Win10 client).
