How to get written permission to use Spotify for a commercial App?

Hello,

 

I'm developing a music trivia game (for commercial use). According to this website (https://developer.spotify.com/legal/general-restrictions/), I need to get a written permission/approval.

 

Could you please tell me what are the steps?
