I believe the Stationhead application is a third-party application, but if this is allowed, does that mean that similar applications can be created?

Specifically, I would like to create an application in which a 3D avatar dances to the music streamed by Spotify's paying members.

Stationheadというアプリケーションはサードパーティ製のアプリケーションだと思いますが、これが許可されているということは同様のアプリケーションは作成可能ということでしょうか？

具体的には「Spotifyの有料会員がSpotifyから音楽をストリーミング再生して、その曲に合わせて3Dアバターが踊るというアプリケーション」を制作したいと考えています。

I think your app idea is prohibited, because the Developer Policy says: "Do not synchronize any sound recordings with any visual media"
