Is it possible/allowed to stream spotify music over a web server?

My Question or Issue

I'm not sure my question makes sense since i'm still new to web dev, but basically i want my application to:

• allow users to connect to a chat room with an access code (like jackbox games)
• stream spotify tracks/playlists for everyone in the server for at least 30 seconds

I started this project a while back but i ran into some roadblocks and never picked it back up so i figured here would be a good place for me to start back and get through those roadblocks.

No. Spotify does not give you access to the raw audio stream.
