Quota Extension accepted but I still need to add users manually

My Quota extension request has been accepted but when users tried login in, it still doesn't work, I checked my spotify app developer dashboard and it's still under review, do I still have to wait? It's been over 10 hours since I got the mail that it's approved but still shows undecided in my app dashboard
