Rejected Quota extension request due to commercial use plan, please clarify

Hi there, 

My app got rejected by the spotify team because "The Spotify Platform can not be used to develop commercial SDAs". However my application is a a non streaming SDA, and in the developer terms (section IV, 3, b)  it states that non streaming SDAs are allowed to sell access to the application. (see screenshot)

So I can't understand why my non streaming application was denied a quota extension. Please can you clarify.

They don't reply here and it seems like they often reject applications for a random reason, best strategy seems to be re-applying and clarifying in all-caps why the previous rejection was incorrect somewhere in the application. They also don't read the forums here because they don't care about their community or the people making their platform useful (us)
