Spotify Web Api

I am trying to make an api call to 

https://api.spotify.com/v1/me/playlists

So the first time I make the call everything is good but if I make a change and then rerun my website I then get this error: User not registered in the Developer Dashboard

Enough though I have added a user with the same email to the spotify developr dashboard

How can I fix this error?
