increase plays artificially?

so, i have coded an app using the Spotify api to reward users for streaming music on Spotify. user can be rewarded for any song, no exclusions. when requesting an upgrade to the API (so that i can make the app public) the response was: 

The Spotify Platform can not be used to artificially increase play counts, follow counts or to otherwise manipulate the Spotify Service. For example, by using any bot, script, automated process, or by providing any form of compensation (financial or otherwise) to users.

i know of other apps that do compensate users for streaming (not cash though) so how can I work around this?

Thanks for your post here! This isn't possible with the Spotify API. If you come across any apps that rewards users for streaming, you can always report it to the right folks at Spotify. Let me know if you have any other questions!
