does usage of the API also inlcude the legal rights to use the music or is it merely the technical solution of providing the music?

Enabling the users of our social media platform (which we are developing at the moment) to use the music for their content like reels for example.

That's prohibited. Social media like Instagram have their own library of music with the necessary licenses.
